At the moment there isn't you could create a Mock one that allows you to track
the calls made to it.
Yes a PR is sufficient to contribute the code. Make sure the title starts with
"ARROW-100:" Also, if you haven't already you can follow the steps outlined
at: https://github.com/apache/arrow/tree/master/cpp#continuous-integration to
avoid CI failures.
