Small buglet that made it through in ARROW-655 -- decimal.h is being included
in pyarrow builds, causing potentially a boost::multiprecision conflict (I ran
into a failure with Arrow toolchain Boost 1.63 vs. system 1.54 -- the latter
got included in pyarrow build)
