It turns out that

and probably also
[https://github.com/apache/arrow/blob/673125fd416cbd2e5c2cb9cb6a4c925adecdaf2c/cpp/src/plasma/fling.cc#L49]
can block and give an EAGAIN error.
This was discovered during stress tests by https://github.com/stephanie-wang/
