I ran the release verification with Ben's changes and it works fine,
so I'll merge that patch.

I also built and checked the Python wheel in an isolated environment
on Python 3.7 and it seems to be OK (including Parquet and Gandiva
extensions). So whatever is wrong in CI must be something else
