Done. I've closed 0.13.0 and JS-0.4.1. I've started 0.14.0. And I've deleted JS-0.5.0. Because 0.13.0 includes JavaScript implementation. The next release for JavaScript is 0.14.0.
I'll update the Apache Arrow website and upload artifacts.
