I could not reproduce the problem, and I did not see "central maven org" from my environment.
1. If the problem occurred when installing the plugin, maybe we can download the plugin (from https://plugins.jetbrains.com/plugin/7349-error-prone-compiler/versions) and install it locally. 2. If the problem occurred when building the code, maybe we can use another maven repo by overriding the settings.xml file. (The default repo is https://repo.maven.apache.org/maven2/ in my environment, when no settings.xml is specified).
