In principle this sounds okay to me (you can create an Infra JIRA
ticket to create such a GitHub team -- note that they will only be
able to add committers, I think). It might be just as easy to put a
document somewhere (on Confluence or in a text file -- like [1]) so
it's clear who specifically to CC when you need help
