In any case, I'm not sure the request is to automatically give regular users the contributor role, rather to let non-contributor people be assigned issues (and perhaps self-assign, though I see how that can be considered more contentious).

TBH, I don't understand what the problem would be with letting committers assign issues to plain JIRA users.

It’s not like being a “Contributor” on Arrow's Jira affords any

Not requiring that role would remove one hurdle for new contributors
creating tickets they want to self-assign, but I suspect I'm missing
some additional context around the role. What, in particular, does the
Contributor role allow as opposed to any user with a Jira account?
