CLAs have been submitted or are already on file for just over half the contributors at this point (some are still waiting for confirmation from secretary@) and based on feedback from the incubator folks, it looks like we can move ahead with a vote since the project has been Apache-licensed since its inception and nobody is objecting to the donation. If anyone does object in the future then we can remove their code. I am going to wait a couple more days so that the pending ICLA submissions get processed by the ASF and then will start the vote on the IP clearance.
