It was intentional as a way to
1.  Distinguish release candidates rather than using a manually assigned
`rcX` tag
2. Tell from what git sha the code was exported.

However, given the confusion this difference has caused, I now feel using a
manually assigned name is better and more consistent with the rest of Arrow
and I will do that going forward with subsequent release candidates.
