MSVC 32 bit support.

Hi all.

A few month ago I suggested the fix for MSVC 32 bit support, but a different 
approach was taken and I was diverted to a different, arrow-unrelated, project 
at my work.

So what is the deal with this right now?  Has the 32 bit support for MSVC been 
fixed?
