Ah, I see what happened now with the website...the release script somehow tagged apache-arrow-adbc-0.5.1 pointing to main and not apache-arrow-adbc-0.5.1-rc1. I'm going to force-push to fix the tag and figure out how the script managed that in the first place.
It appears only the final tag is affected, the source tarball and binary packages (doing some spot checks) are unaffected (since they were built from the RC tag).
