That guidance has changed since the last time I read it, though it
still clearly covers that it is not required. Before your quoted
section it first notes that it is not required to list them "Assuming
that the bundled dependency itself contains no bundled sub-components
under other licenses, so the ALv2 applies uniformly to all files,
there is no need to modify LICENSE", but then continues to say what
you quoted that for completeness it is useful.

I personally prefer what is being done currently, not to list things
that dont need to be listed because they are already covered. I think
having the more succinct LICENSE file is nicer.
