Patch Set 1: In this design, the CC never asks anyone else for the state of the cluster. In fact, it is only asked about the Cluster state by Managix which makes total sense and we can add on top of this work later. Managix has to ask CC for the state to avoid returning to the user before the cluster is completely up.
