Do you mean that we should disallow the modification of an existing
ClassificationDef that tries to add an EntityType restriction? i.e. that a
previously 'wild' ClassificationDef now has one or more permitted EntityTypes.
If so I can see that we would need the additional validation checking. What if
a modification tries to remove a named EntityType from the permitted set of
types?
