Summary: rename the shipped Atlas model files

This change is to rename the shipped Atlas model files. The currently start
0010,0020,0030.
We will not rename the file 0010 base model file.
We will rename 0020... -> 1020... , 0030 -> 1030 etc.
This renumbering will create space for new models - for example those in
ATLAS_1836 to be added.
