Description:
- if there is a classificationdef that refers to this entitydef - then do not
allow the deletion to proceed.
- allow entityTypes to be removed from classificationDef so that is is possible
to delete the entityDef.

My current thinking is:
- if there is a classificationdef that refers to this entitydef - then do not
allow the deletion to proceed.
- we also need to ensure that renames are not allowed if they leave
classificationDefs referring to non-existant entitytypes
