*Background*
Existing implementation of Export and Import allows for 1 operation to be
in-progress at any time.
If another operation is initiated the error code does does not reflect the
correct status.
*Implementation Guidance*
- Return appropriate error code, so that the consuming clients can implement
retry mechanism.
