*Background*
Existing implementation if _ZipFileMigrationImporter_ does not enable shell
entity creation by default. It expects user to set it. Setting this globally
may impact entity creation via REST API.
*Solution*
The _EntityConsumer_ can set it as part of its entity creation process.
