Including Custom Filters changes in this Jira
* Refactored the Custom Filters tree to permanently use the grouped search
type view, removing the legacy list-view layout and its associated toggle state.
* Removed the layout toggle button (`AccountTreeIcon`) from the header toolbar
specifically for the Custom Filters tree in `SideBarTree.tsx`.
* Hardcoded `isEmptyServicetype= \{true}` in the sidebar tree properties to
ensure parent/group nodes continue to render with folder icons, maintaining
correct visual aesthetics.
