ATLAS-5431 Support Header based authentication / SPIFFE-aware header pre-auth
for Atlas rest-notification service. (#787)
Reuse AtlasHeaderPreAuthFilter from server-common, wire it into
rest-notification security for header based authentication and SPIFFE
verification.
