Description:
There are some configs which are common to both application and client
properties and its confusing to decide which config should go where.
Remove client.properties and combine with atlas-application.properties.

Atlas conf needs to be included in other components for hooks. The name
resolution can conflict and hence properties filename should be atlas specific.
