Summary: Allow configuration of host and port on which an Atlas
instance should start

Right now, we cannot really specify the host and port on which an Atlas
instance would start. This would be useful for many reasons:
* It would prevent duplication of the different ways in which we can specify
this information and make things consistent.
* It would help in multi-homed machines to bind to a preferred address etc.
This was raised as one of the review comments on ATLAS-511. Will fix this going
forward
