Summary: Maven fails to build sqoop-bridge: unable to download
dependency jar

When building the sqoop-bridge project on a system that has not previously
built this project and requires dependencies to be downloaded, the build fails
when trying to download the pom for
org.apache.sqoop:sqoop:pom:1.4.6.2.3.99.0-195:
