Summary: Atlas UI: Default taxonomy object creation

Business Catalog feature requires a root taxonomy object to exist before terms
can be added. Until the details of this taxonomy object creation is finalized
(perhaps during bootstrap, ..), add a temporary workaround to create the root
taxonomy object from UI module.
