Summary: Table created when atlas_titan is disabled is lost when
the table is enabled.

1. Disabled HBase table atlas_titan.
2. After a minute , created a table via Hive.
3. After a minute , enabled the table.
The table is not ingested by Atlas.
The same doesn't happen in other HBase table ATLAS_ENTITY_AUDIT_EVENTS . Table
created when only ATLAS_ENTITY_AUDIT_EVENTS is disabled, is ingested by Atlas
after enabling it.
