Summary: Change terms to have names and fully qualified names

After discussions on the dev list - after Jiras 1254 an 1245, we should have
terms to have a name which is a simple name (that could be included in searches
(see Jira 1372) and a derive fully quailfied name (similar to ATLAS-1327 for
Glossary categories). A by product of this change would be to allow non- leaf
terms to be searched for. We could also consider whether we allow a term to be
moved to another taxonomy.
