when creating a new entityDef type which doesn't exists using REST, it fails
with "type already exists" exception.
Also exceptions thrown in TypesREST is inconsistent -> WebApplicationException,
Exception - should be made consistent to throw AtlasBaseException with the
right Atlas error code.
