Its odd that in last few days two of us tried setting up the vagrant
environment. I had no issues but my friend is getting 401 on job creation. Its
possible that we picked up different commits but looks like some users are
hitting the issue if not all.I think the fix suggested by Kevin in the other
thread around .netrc didn't work for that individual.

@wfarner FYI that adding http_authentication_machenism for scheduler has
broken the tutorial, causing test_tutorial.sh to fail (scheduler responds with
401).
