spot with releases and overall project direction and communication

timing -- we'll want to bring graduation up for a community vote and in my 
experience running multiple votes simultaneously is confusing to folks

successful 0.7.0 release before kicking anything off here

vote until the 0.7.0 release is out and through IPMC cote

prepare the boilerplate text and charter, so right after the community votes on 
0.7.0 we could begin the process of graduation
