I have applied this to the copy in James. This needs to be applied to
Phoenix.

run.bat creates the temp dir with the following statement:

This should be changed to:

if not exist "%PHOENIX_TMPDIR%" mkdir "%PHOENIX_TMPDIR%"
...
----- 8< ---
The dir value should be quoted. ;-)
