Due to the discovered bugs in our vote counting system,
I'd like to propose the following:
+0/-0/0 votes cout toward quorum, but not toward majority.
This is based on the way the board handles votes (but altered to
fit a mailing list instead of a conference call).
The change is as follows (I have marked the changes with *):
The following sections are to be changed:

<title>Counting Votes</title>
<p>The vote administrator will count only the last vote from each
voter.
That means a voter may change their vote at any time during the
duration
of the vote. </p>

<title>Qualified Majority Vote</title>
<p>Any vote that affects the texts "Avalon PMC Charter" or "Avalon
PMC
Policies and Procedures" is a Qualified Majority Vote. For this
type of
vote to pass, it requires support from two-thirds (2/3) of the
voters.</p>

<section>
<title>Normal Majority Vote</title>
<p>All votes that do not fall under the heading of Qualified
Majority Vote
are handled as a Normal Majority Vote. If more than half (1/2)
of the
voters support it, then the vote has passed.</p>

They are changed to:

<title>Counting Votes</title>
<p>The vote administrator will count only the last vote from each
voter.
That means a voter may change their vote at any time during the
duration
of the vote. ***All votes (+1, -1, +0, -0 and 0) count toward
quorum,
but they do not count when determining majority.***</p>

Also, I'd like to put in a quick bugfix in this vote:
We currently do not allow 0 votes. You can vote +0 or -0 but not 0. I
would
therefore like to add:
<li>0 a vote abstaining from the subject.</li>
to the "How to Vote" section.
