There has been some discussion on this and the outcome was: CLI at Avalon is not developed any longer, please move your focus of interest to commons CLI, which is developing rapidly and request the new features there. Probably I shall document the current behavior or our CLI (that the the name of the constant does not exactly match the semantics) and resolve this bug report as "WONTFIX".
