Currently the Avalon-COmponents repositories have some components that are useful to both JAMES and Cocoon (or at least soon to be Cocoon). I propose that we open up the repository so that JAMES committers and Cocoon committers can contribute there.
For future Apache projects that would like access to the repository, I would like to put up a page to let those developers know how to gain commit access to the repository.
Simply put, they should make a request to the PMC (as they are the ones responsible for the repositories), and the PMC votes yea or nay. The requesting party would be notified of the results, and the PMC would make the request to infrastructure attaching the appropriate votes.
This is essentially what was done for Cocoon access to Excalibur. The only addition is the fact that the project needs to request access. The page would say how they do it (post an email to the PMC). We can't anticipate all needs, and we are mainly familiar with JAMES and Cocoon.
