You can run merlin without maven. .... and, you can run the plugins without merlin although I havn't tested this on the merlin-plugin (but in principal it should work). The connection is related to the tutorials which use maven to build the examples and in the process demonstrate the use of Merlin as container and the associated developer productivity tools that are provided as part of the total service management solution (don't you just love the spin).
