The key is the following line.
Block-Group: james
This defines the branch in the repository under which the contents of the bar file can be expanded.
Then the BAR file itself
META-INF/MANIFEST.MF bars/ blocks/ <block.xml file> configs/ <target configurations> jars/ <3rd party jars?>
Should the merlin-assembly-plugin read the blocks/ directory, and treat the whole "<container>" as a single component?
Yes. The <container> is a composite component - it services are declared under a nested <services> tag.
