And we only vote on the whole set of releases together, not on the individual packages?
That's an option of whever raises the vote. In this case we have 3 packages - util, repo, and merlin. Given that a new RC is in the wings - this means a new vote - and my guess is that it will be easier to go with three votes - one for each repective package.
