If is preferable that we move control over runtime commissioning and decommissioning to the model, which in turn enables model-driven redeployment and alternative runtime implementations. Outstanding issues in archiving this objective relate to the establishment by the model of a default runtime. This requires some sort of a runtime factory declared at a system level (e.g. via SystemContext), and the possibility to override a factory at a container or component model level (i.e. under ContainmentContext or ComponentContext).
