Andreas, For the http access you can use your own Apache account for the time being to serve stuff up until you get a release ready to roll out. Just create a world readable public_html directory in your home director on minotaur.apache.org and you can hit it like so http://www.apache.org/~aoberhack. From there you could probably add a directory to serve as the Update Manager site for the plugin.
Ftp? I think Steve could put it up on ibiblio for ya to allow ftp access. Do we have some facility where yours can enable ftp to resources? Others know better than I.
