Getting a TLP in place requires the following things:

1) list of people to go onto the PMC
2) suggestion from those people for the PMC chair
3) a purpose that is not overly broad yet flexible enough to not require
   montly board resolutions to keep the project in scope with its
   charter
4) formal wording detailing 1, 2 and 3 in the form of a board resolution
5) a board resolution (the board accepts the resolution during a board
   meeting)

once this is set up, the project either enters the incubator (if it needs to be incubated), or goes TLP directly (in the case of or a request for infrastructure changes is put into JIRA and sent to the infrastructure peeps. There's more detail on
