Because we haven't been able to work it out, call it non-functional at the moment.
Then perhaps we shouldn't have all the security elements in the default kernel.xml file included in the merlin distributions. It will probably cause more questions.
I've already removed all of the references related to this in the general documentation - that particular item got missed. I suggest we just remove the references as part of the final distribution build (i.e. no need for another release candidate).
