There may not be a specification, but from what I've seen we're still using
the Anakia format.  Our navigation.xml files are the same as the ones used
in Maven.  We're just transforming them differently (*very* differently).

As for PDF generation, I imagine we could reuse a lot from the maven pdf
plugin which has come a long way:

several codehaus projects have now very successfully done this.  See the
picocontainer site: http://picocontainer.org/.  Notice the [edit] link at
the bottom of each page.  The whole site is wiki-based.
