Okay, DPML won't be directly associated with Apache, but I think it's important to open up some discussion about what resources Avalon developers can volunteer for this transfer.
To kick start, I'd like to mention GForge which is a fork of the SourceForge code. I've set up a GForge site at my workplace which we use for internal tracking and if you've ever used SourceForge then you'll be familiar with the interface and features. GForge is PHP based, uses Postgres for the backend and is under the GPL. Version 4.0 should be out "real soon now" and has SVN support. Some example GForge sites are:

Anyway, it's really easy to setup on Debian Linux and I'd be willing to help with the install and getting things started. Of course, there are a thousand other project management tools out there, so don't feel like you have to use this one. :)
