I was puzzled by this too but it's OK. Just as the message says the plugin is
not in the "official" plugin groups, nor are you in a project that refers to
the plugin itself. It works correctly if you call it in a client project that
uses the plugin.
I'm not sure if it would work outside a project if we moved the plugin into the
official Apache plugin groupId.
