Yes, this is meant to be a cross-language feature, and the definition of
"parsing normal form" is in the Avro spec as a result.
To aid in assuring interoperability, this patch includes file-based test data
that should be used across languages. Test inputs and outputs can be found in
share/test/data/schema-tests.txt
