I don't think evolution would cover the use case because the file format would 
then require separate files for measurements where the only difference is the 
resolution of the measurement. That wouldn't work for cases where these are 
coming in from multiple devices simultaneously, that won't be upgraded at the 
same time. I agree we should support the case where all of the scales are the 
same, but I don't think it's correct for avro to force that to be the case.
