Status: Patch Available (was: Open)
Some tools are not namespace-aware, so it's important to be able to
interoperate with data whose schema has no namespace. A dot-prefixed should
either refer to the null namespace or be an error. The former interpretation
resolves this issue, so should be preferred.
I'll commit this soon unless there are objections.
