On second thoughts, for time-of-day analyses I suppose I could just use the 
time-millis standard to serialize the local time of day alongside the UTC 
timestamp. I don't think you can always recover the timezone offset and the 
exact local timestamp from these two things though, since you don't know the 
local calendar date, and timezone offsets can range from UTC-12 to UTC+14 hours 
(a span of greater than 24hour) so there could be multiple possibilities for 
this.
