Ryan Blue updated AVRO-1598:
----------------------------
    Attachment: AVRO-1598-1.patch

This patch adds a method that polls the outstanding span queue every 100ms
until all spans are written, or 10 seconds has elapsed. 10 seconds was the
previous maximum wait for the longest-running test. In most cases, this should
run faster and should better tolerate slow writes.

> The TestFileSpanStorage tests rely on {{Thread.sleep}} with fixed time limits
> depending on the test (100ms, 1s, and 10s). Some tests, in particular
> testBasicMaxSpans, will run long on busy build servers or when run with a
> debugger and fail.
