NOTICE changes: I don't think you need to add commons-codec to the notice 
because other Apache projects don't require it according to LEGAL-118 (see "TLP 
A's NOTICE file need not mention TLP B").

Also, my understanding is that NOTICE is used for:
* Copyright notices that have been relocated from code (but the preference is 
to leave it with the third-party code).
* Attribution required by third-party licenses, like the [NUnit 
license|http://nunit.org/index.php?p=license&r=2.6.2]

Otherwise, I've been putting this information in the LICENSE file. I have been 
adding sections to the license for other Apache projects when they are included 
so that users have a single place for all of the license information. Because 
this is a source addition, it should go in the top-level LICENSE.txt file, the 
LICENSE file for avro-tools (which would make this depend on AVRO-1722).
